Morocco-China $3B Green Aluminum Pact Targets Decarbonized Industries

On March 20, 2025, in Beijing, Morocco signed a $3 billion agreement with China for a green aluminum production project, focusing on low-carbon manufacturing. The deal involves Morocco’s Ithmar Capital and a national aluminum company, partnering with China’s State Grid, Shanghai Electric Power, State Power Investment Corporation (SPIC), and Fanghao Group as intermediary.

 

The facility, likely near deep-water ports like Tanger Med, Nador West Med, or Jorf Lasfar, will use the Hall-Héroult electrolysis process powered by renewable energy from solar farms, wind parks, and green hydrogen units. Negotiations began in 2022, with Chinese representatives from Fanghao expected in Morocco by 2026 to finalize the investment convention. The project aims to produce high-value aluminum for automotive, aeronautical, and construction markets, offering an edge against Europe’s Carbon Border Adjustment Mechanism (CBAM) starting 2026. It includes advanced technologies like inert anodes and recycling to minimize environmental impact, with potential alumina supply from SPIC’s 1.2 million-ton refinery in Guinea announced in early 2025.

 

This partnership reinforces Morocco-China cooperation under the New Silk Roads, positioning Morocco as a regional hub for decarbonized industries.
